BAKER COUNTY BOARD OF COMMISSIONERS
The Baker County Board of Commissioners met for the September 2, 2009
Commission Session. Present were Commission Chair Fred Warner, Jr.,
Commissioner Carl E. Stiff and Commissioner Tim L. Kerns.
2. Citizen’s Participation:

3. Review/Approval of Minutes:
Commissioner Kerns made a motion to approve the August 19, 2009 Commission
Session minutes as presented. Commissioner Warner seconded the motion. Motion
carried.
4. Additions to the Agenda:
a. Wolf presentation and request for funds: Curt Jacobs
b. Senator Merkley will be at the Baker City Armory on Friday, September 4,
2009.
c. Baker County Courthouse Centennial will be September 18, 2009.
d. District 1 & 3 AOC meeting September 16, 2009 in Pendleton. Commission
Session will be postponed to September 23, 2009.
e. MOU with Idaho Power
5. Scheduled Business
a. Department Update: Planning Department ~ Holly Kerns & Mark Bennett
Ms. Kerns, who is now the Planning Dept. Manager, updated the Board on staffing
changes within their department. Their work load has maintained, although they
have seen an increase in large projects such as plan amendments resulting in
more staff time being applied to certain applications. Their new website is up
and running and now offers a variety of forms and allows users to review past
meeting agendas and minutes. Their department is continuing their work on the
zoning ordinance. They are continuing to take public comment on this issue as
well as the proposed outdoor lighting ordinance which has brought in several
comments. The Boardman to Hemingway transmission line committee will soon be
siting proposed routes. The next meeting will be held later this month. The
final reports for Measure 37 claims amended by Measure 49 have been coming back
to their office. They are generally seeing approval for 1-2 homes, however
some applications were not fully completed and were not submitted to the
State.
b. Contract Review Board
1. OCCF 2009-11 Healthy Start-Medicaid Administrative Activities IGA
#BAK0911-MAC. Commissioner Kerns made a motion to approve agreement
#BAK0911-MAC. Commissioner Stiff seconded the motion. Motion carried.
2. Cooperative Grant Agreement with ODFW for the Holcomb Park boat ramp. ODFW
will pay an amount not to exceed $67,500, which is 66% of the total cost of the
project. The project entails capping the boat launch, which is expected to be
completed this Fall. Commissioner Kerns made a motion to approve the
Cooperative Grant Agreement with ODFW. Commissioner Warner seconded the
motion. Motion carried.
Ms. Spencer gave a brief update on the Parks Department and added that the
Marine Board has volunteered to donate a boat to the Parks Dept. to be used to
travel out to the floating restroom for maintenance and cleaning. The boat
dock at Hewitt Park will need some repair after it was backed into by a camper
and pushed off of the rail that it sits on.
3. Inmate Telecommunication Location Agreement with Pinnacle Public Services,
LLC. The term of the agreement is from August 19, 2009 through August 20,
2011. The County shall receive 48% of the gross revenue generated as a result
of collect calls and monthly commission of 48% of the gross revenue generated
as a result of pre-paid calls through the use of equipment. Commissioner Kerns
made a motion to approve the Agreement with Pinnacle Public Services, LLC.
Commissioner Warner seconded the motion. Motion carried.
4. Agreement with Correction Connections of Idaho for Commissary Services to
Baker County Sheriff’s Office. The agreement is effective for three years.
The Baker County Sheriff’s office shall receive 25% of the net commissary
sales. Commissioner Kerns made a motion to approve the agreement with
Correction Connections of Idaho for commissary services. Commissioner Warner
seconded the motion. Motion carried.
Additions to the Agenda:
a. Memorandum of Understanding between Idaho Power, Baker County and multiple
agencies and counties along the proposed B2H corridor. The MOU requires that
Baker County cooperate in the preparation of the Environmental Impact Statement
and will inform the lead agency of any meetings. Commissioner Warner stated by
signing this, the County would continue to be informed of the project.
Commissioner Kerns made a motion to approve the MOU with Idaho Power.
Commissioner Stiff seconded the motion. Motion carried.
b. Wolf Update: Mr. Curt Jacobs updated the Board on a recent wolf attack on
his livestock that left five confirmed lambs and one goat dead. Tik Moore also
reported on losses at his ranch. Mr. Jacobs currently has a permit to kill the
two wolves if caught in the act of killing his livestock. Bruce Eddy, ODFW
District Manager, stated that their concern is that the collared wolf may be
killed before the non-collared wolf is killed resulting in them not being able
to track the pair.
Mr. Jacobs is requesting Baker County support in the amount of $20,000 to hire
Wildlife Services to trap all predators, not just wolves. Wildlife Services
would also handle any depredation reimbursement paperwork. Union County has
agreed to put in $20,000. Commissioner Warner believes that government
agencies should have a part in funding the trapping. Commissioner Warner made
a motion to enter into discussion with Union County and various agencies in
budgeting $20,000 to hire Wildlife Services. Commissioner Kerns seconded the
motion. Motion carried.
6. Documents to be Signed:
a. Order No. 2009-164: Appointing Robert Olmstead to the Mental Health and
Developmentally Disabled Advisory Committee for a term that will expire on
November 1, 2010. Commissioner Stiff made a motion to approve Order No.
2009-164. Commissioner Kerns seconded the motion. Motion carried.
b. Order No. 2009-165: Appointing Clodagh Dunn to the Baker County Museum
Commission for a term that will expire on January 1, 2011. Commissioner Stiff
made a motion to approve Order No. 2009-165. Commissioner Kerns seconded the
motion. Motion carried.
7. Ratification of Documents:
a. Agreement #11449: Juvenile Crime Prevention Basic Services IGA.
Commissioner Kerns made a motion to ratify Agreement #11449. Commissioner
Stiff seconded the motion. Motion carried.
