The Baker County Board of Commissioners met for their January 3, 2001 Commission Session. Present were Commission Chair Brian D. Cole, Commissioner Howard Britton, and Commissioner Paul York.

Citizens Participation: None

Approval of Minutes: The minutes for the December 7, 2000 Session and the December 20, 2000 Session were available. Commissioner York moved to approve the December 7, 2000 minutes. Commissioner Britton seconded the motion. Motion carried unanimously. Regarding the December 20, 2000 minutes, Commissioner Britton had the following corrections:
Page 4 Juvenile Detention Facility. Add "4000 square foot building".
Page 4 Regarding CCF's contribution. Change to "an additional amount from CCF".
Audit: Show that Dave Lindley answered both questions asked by Commissioner Britton.
Public Hearing: Change to "no public testimony received at that time".
Commissioner York requested the following correction:
Page 4 1145 Fund. Was sent back, the fund is gone.
Commissioner Cole had the following corrections:
Page 2 Road Naming: Spell as Ben "Dier".
Page 5 Owner's Representative: Take out 's after flexibility.
Commissioner Britton moved to approve the minutes for the December 20, 2000 session. Commissioner York seconded the motion. Motion carried unanimously.

Document to be signed:
Order 2000-209: Appointing a Justice of the Peace Pro-Tem for the Pine Eagle District. To appoint Teresa Stelting. Commissioner York moved to approve the Order. Commissioner Britton seconded the motion. Motion carried unanimously. Dean Brickey pointed out that the Order number should be 2001. Judy Dunn agreed and stated the Order should be 2001-100. She will correct and have the Commissioners sign out of court. Commissioner York amended his motion. Commissioner Britton seconded the amended motion. Motion carried unanimously.

Item of Information:
Tax Refund Resolution No: 98-01. Payment of tax refund to Kent & Beverly Justus in the amount of $97.97.

Order 2001-100: Was made available and signed in court.

Discussion with Lana Emery: Lana Emery appeared before the Commissioners. She stated it has been and continues to be a pleasure to represent the Baker County Sheriff's Office and Baker County. Lana is involved on a daily basis with 15 projects at FLETC (Federal Law Enforcement Training Center). Some of the projects Ms. Emery is working on involve the re-structuring of export training sites. Baker County is privileged to be one of those training sites. Baker County continues to be one of the top sites, and Lana is very proud that Baker County is one of the most successful training sites.
Commissioner York asked how many trainings were conducted in the last year, and how many people attended?
Lana Emery stated there were approximately 12 - 14 export training programs last year. Export training and export telecasts are brought into the county. Will be adding web based training. Lana stated she is getting a lot of networking done and location familiarization. She can now brag about the PAC10. She hopes to have the same number of trainings this year, and hopes to build on that. Most trainings are 5 days. 25 to 30 people per class, with a maximum of 30. The programs are targeted for 5 western states, however, they are training officers from all over the United States. The web or downlink telecasts are usually between 2 and 4 hours.
Commissioner Cole stated the initiative to establish Baker City as a location for Law Enforcement Training was an idea back in 1997. Have been focused as a City and County to make it happen. Established as a FLETC export training site in January, 1999. Lana was then selected for a fellowship at FLETC.
Lana Emery stated the people of Baker County are visionary. They will want to continue to build on what we have. The revenue from last years training was well over $1 million.
Commissioner Cole asked about DPSST. Not receiving much response from them.
Lana stated that DPSST wants to keep their basic training in Monmouth. She would like to encourage them to regionalize their advance training to incorporate the whole state. They need to be sympathetic to all agencies regarding travel expenses.
Lana thanked the Commissioners for the challenge and life experience. She has had the opportunity to travel throughout the United States and market Oregon.
Commissioner York stated that Lana Emery is a good example of the return on investment. He doesn't think anything can stop her.
Lana stated she has provided the Sheriff with a project report and sampling of what she has accomplished. She will provide the same to the Commissioners.

Eastern Oregon Roadmasters meeting:
Ken Helgerson stated there is a Eastern Oregon Roadmasters meeting in Prineville on February 7 and 8. They will be talking about the Senate Bill regarding forest receipt money. He will discuss it with the Commissioners after that meeting. He stated there was a meeting in December regarding Anthony Lakes. It went great, and they are ready to move on. He would like the Commissioners to go on a road tour with him at 11:00 to show them what needs to be done. The Commissioners agreed to the road tour.
Commissioner Cole stated that AOC needs a contact person regarding the safety net. The Commissioners agreed that Ken Helgerson will be the contact.

Enhanced State Prosecution Funding: Letter from AOC. They are asking that the counties create a team to develop local support for Enhanced State Prosecution Funding.
Commissioner York will work on it with District Attorney Matt Shirtcliff.

Water Rights Bill: Alice Durflinger appeared before the Commissioners regarding the water rights bill at the Lime Plant. She had talked with County Counsel Sarah Hilderbrand about it. There are no water rights listed. Shouldn't be paying it. Alice has checked with the watermasters office. She stated Burnt River needs to check in their records.
Commissioner Britton stated he will check with Jerry Franke.

Colorado Street Property: Alice Durflinger stated that the bill needs to be paid on the Colorado Street property. She asked what budget line to use. The Commissioners advised her to talk with Patrick Smith.
Commissioner Britton stated it would be a good idea to have a maintenance line in the budget for the County's acquired properties.

Commissioner Session

EOVA: Alice Trindle, representing Eastern Oregon Visitors Association, appeared before the Commissioners. She stated EOVA is doing some good things and would like the Commissioners to consider supporting it. Baker County has more product and more visitor industry involvement than any of the other counties involved. It made sense to Alice to seek financial support from Baker County. $1,000 membership dues and $500 special assessment. The special assessment, for the most part, is used for matching funds in grant requests. Charter members are the counties. Sustaining members are more an economic development group or a major attraction or supplier. The EOVA administrative budget is small. More than half of the money is put into advertizing. Most of the advertizing has been regional, and has been very successful. EOVA produces the Eastern Oregon Visitors Guide. 100,000 copies are printed yearly. Alice is hoping that businesses can start creating package deals or coupon deals.

Interested persons could book directly with the suppliers. Alice also stated the internet is having a big effect. They have approximately 1200 hits every week. They increase when articles are done by the newspapers. The web address is: eova.com or eova.org, both will hit.
Commissioner Britton stated it sounds like a good use for the lottery funds.
Commissioner York moved to approve payment to EOVA. Commissioner Britton seconded the motion. Motion carried unanimously.
