The Baker County Board of Commissioners met for the April 24, 2002 Special Session. Present were Commission Chair Brian D. Cole, Commissioner Howard C. Britton, Commissioner Tim L. Kerns and Administrative Officer Patrick Smith.

Scheduled Business:
Appointment to the Unity City Council: Commissioner Cole stated that state law required that the County government appoint a quorum to the Unity City Council given that the entire Unity City Council had resigned in April. A quorum would consist of three people. Those three would appoint two and all would serve until December 31, 2002. Three of the former council people were appointed and they had all declined to serve. A notice was put in the local papers asking eligible people to apply. Baker County had since received four responses: Roger LeMaster, Debra Moeller, Diane Bettin and Donald Kandle. Commissioner Cole stated that he spoken with Mr. LeMaster who seemed very genuine and had the right motivation to see the projects in Unity get done. Ms. Moeller and Ms. Betin had also shown that they wanted to see the projects move forward. Commissioner Kerns moved to appoint Mr. LeMaster, Ms. Bettin and Mr. Kandle to serve on the Unity City Council. Commissioner Kerns withdrew his motion. Commissioner Britton moved to appoint Mr. LeMaster, Ms. Bettin, and Ms. Moeller to serve on the Unity City Council. Commissioner Cole seconded the motion. Discussion: Commissioner Britton stated that he believed that Ms. Moeller would have a better chance of pulling things together rather than Mr.Kandle who took part in the recall. Motion carried unanimously.

Addition to the Agenda:
Commissioner Britton moved to move into executive session due to ORS 192.660 (1d) to discuss union negotiations. Commissioner Cole seconded the motion. Motion carried unanimously.

Britton moved to go out of Executive Session ORS 192.660 (1d). Commissioner Kerns seconded the motion. Motion carried unanimously.

Commissioner Cole stated that SEIU had ratified the proposed two-year contract that included a 4% salary increase beginning July 1st, 2002. Commissioner Cole added that longevity awards would be included in the contract for those employees that had worked over ten years. Longevity awards would be given in the following manner: 10-14 years: a $100 check; 15-19 years: a $200 check; 20-24 years: a $300 check; and 25 years on: a $400 check. The clothing allowance was increased from $150 per year to $400 per year. This would affect the Road Department, the Watermaster’s Office and the Maintenance Department. The full maintenance of insurance benefits was also included in the contract. Commissioner Britton moved to ratify the SEIU Contract for 2002-2004. Commissioner Kerns seconded the motion. Motion carried unanimously.

Special Session was adjourned at 9:05 a.m.

The Special Session was called back into order at 9:06 a.m.

Commissioner Kerns moved to approve Order No. 2002-147 through 149, appointing Roger LeMaster, Diane Bettin, and Debra Moeller to the Unity City Council. Commissioner Britton seconded the motion. Motion carried unanimously.

Special Session was adjourned at 9:06 a.m.
