SE OR Resource Management Plan – Aug. 28 6. State Legislative Bill update (as of 6/13/19) · HB 2007 (diesel engines) – has not been approved, but has been amended to pertain only to (3) Willamette Valley counties · HB 2020 (cap & trade) – is in the House and is meeting strong opposition · HB 2623 (fracking) – Governor signed the bill putting a moratorium on fracking until 2025 · SB 970 (popular vote) – Governor signed the bill adding Oregon as one of the states that support popular vote in lieu of the electoral college · SB 928 (est. carbon commission) – no update · SB 978 (gun control) – taken out of consideration as a condition that Republicans return to so a vote could be completed for the gross sales tax – the mandatory vaccination bill was also removed at this time 7.
